Hong Kong dog licence 2026: renew with no booking, AFCD centres and iAM Smart

Apply for or renew a Hong Kong dog licence: HK$80 at AFCD, no advance booking, hours and phones for the four Animal Management Centres, and how iAM Smart shows the electronic licence.

AFCD bilingual online application form for Hong Kong dog licence registration

Need a dog licence? Bring the dog to AFCD, even if you filled in the online form. The e-form starts the application; you must take the dog to the chosen Animal Management Centre within 14 days. iAM Smart only displays a licence after it has been issued. A paper licence works without iAM Smart.

Fees and the 14-day rule checked against AFCD on 13 October 2026. Private vets and SPCA branches may charge differently; ask them directly.

The rules in 60 seconds

  • A dog can be licensed from 3 months old and must have its first licence by 5 months old.
  • Dogs over 5 months must be microchipped, vaccinated against rabies and licensed. The maximum penalty for keeping an unlicensed dog is HK$10,000.
  • The licence and rabies vaccination are valid for 3 years. Renewal needs another rabies vaccination, but not another microchip.
  • The registered keeper must be an individual aged 16 or above with a Hong Kong identity card. A couple or company cannot hold it jointly.
  • At an AFCD centre, microchipping, rabies vaccination and licensing cost HK$80 per dog. AFCD says a walk-in visit usually takes about 15 minutes and the licence is issued immediately.

The rules above were checked against AFCD’s dog-licence page and the 1823 guide on 13 October 2026.

Walk in: what to bring

Bring:

  1. Your dog.
  2. Your HKID.
  3. HK$80 in cash for each dog at an AFCD centre.
  4. The old dog licence if this is a renewal.

For a first licence, AFCD implants the microchip, gives the rabies vaccination and issues the licence. For a renewal, the dog is revaccinated; a compatible existing microchip is not replaced. If the dog is unwell, pregnant, recently gave birth or is taking medicine, speak to a registered vet and AFCD before vaccination.

AFCD FAQ showing the dog, HKID, HK$80 cash and old licence checklist

AFCD’s official walk-in checklist, captured 1 September 2026. Open the current source.

If somebody goes for you, they need the keeper’s signed authorisation letter, a copy of the keeper’s HKID, the completed application form signed by the keeper, their own HKID and the old licence for renewal. If AFCD has doubts about who keeps a first-time dog, it may ask for supporting records such as vaccination or health documents, import papers, a pet-shop receipt or family photos.

Online application: useful, but not fully online

Open the AFCD forms page and choose “[e-Form] Application for Dog Licence Registration.” The live form asks you to:

  1. Choose one of the four Animal Management Centres.
  2. Enter the keeper’s details.
  3. Enter the dog’s details.
  4. Complete the payment and personal-information steps.
  5. Submit and save the application reference number.
  6. Bring the dog to the selected centre for vaccination and licensing within 14 days. The application is cancelled if you miss that window.

Connect iAM Smart to the electronic dog licence

You do not apply separately for an electronic dog licence. AFCD creates it alongside the paper licence. iAM Smart only proves that you are the registered keeper before the browser displays it.

If iAM Smart is already set up

  1. Open AFCD’s Electronic Dog Licence login.
  2. Select Login with iAM Smart.
  3. On a computer, open the iAM Smart app and use its QR scanner to scan the code shown by the service. On the same phone, follow the app-switch prompt.
  4. Check that the request names the AFCD dog-licence service, approve the login with your phone’s biometric authentication, then return to the browser.
  5. Open the licence you need. Do not share the login QR, your six-digit iAM Smart password or a screenshot containing personal licence details.

AFCD describes this as iAM Smart authentication; it does not say that an iAM Smart+ digital-signing account is required just to view the licence.

If you have not registered iAM Smart

Hong Kong residents aged 11 or above with a HKID can register, although a dog-licence keeper must still meet AFCD’s separate age rule. For mobile registration, prepare your HKID, your own phone with biometric authentication enabled, the latest iAM Smart app and an email address. iAM Smart+ quick registration also uses NFC; the official site provides a standard iAM Smart route for phones without NFC. People aged 11–17 need a parent or guardian’s consent.

Follow the current iAM Smart registration guide. Registration and use are voluntary and free. If phone registration does not work, the same guide lists self-registration kiosks and staffed registration counters.

No iAM Smart? These alternatives still work

  • Use the paper licence. AFCD continues to issue it, and it can be used instead of the electronic version.
  • Walk into an AFCD centre. No iAM Smart account or online form is needed.
  • Use SPCA or an authorised private vet. Call first to confirm that the branch handles AFCD dog licensing, the total fee and when the paper licence will be ready.
  • Authorise another person with the documents listed above if you cannot attend.

iAM Smart is convenient for showing the licence from a phone; it is not a condition for legally licensing the dog.

When the record does not appear

First check that the licence is registered under your own HKID and that you entered the official AFCD service rather than a link from a message. If the electronic record still does not appear, keep the paper copy with you and contact the issuing Animal Management Centre or 1823. Do not keep repeating facial checks or send identity documents to somebody offering to “link” the record for you.

Two useful edge cases:

  • A valid paper licence that is lost can be replaced through the centre that issued it; AFCD lists a HK$82 replacement fee.
  • If the licence has expired and the paper copy is also lost, take the dog to one of the four Animal Management Centres for renewal. The smaller inoculation centres need the old licence to check a renewal.

Finally, tell AFCD in writing within 5 days if the keeper or residential address changes. A dog licence is tied to one keeper and is not automatically transferred when a dog moves to a new home.

FAQ

Do I need to book an appointment to renew a dog licence?

No. AFCD Animal Management Centres and dog inoculation centres take walk-ins during opening hours; no advance booking is required. A visit usually takes about 15 minutes and the licence is issued on the spot. The online e-form is optional, and if you use it you must bring the dog to the selected centre within 14 days.

Is “漁農處” the same as AFCD?

Yes. Many people still search 「漁農處狗牌」. The department that issues dog licences is the Agriculture, Fisheries and Conservation Department (AFCD, 漁農自然護理署 or 漁護署).

What is different between a first licence and a renewal?

A first licence includes microchipping, rabies vaccination and the licence. A renewal, every 3 years, needs a rabies booster and the old licence; a compatible microchip is not replaced. Both cost HK$80 cash at an AFCD centre.

Do I need iAM Smart to get a dog licence?

No. iAM Smart only lets you view the electronic licence after it has been issued. The paper licence remains valid, and you can apply or renew by walking in with your HKID.

My licence is lost or has expired. What now?

A lost valid licence can be replaced at the issuing centre for HK$82. If it has expired and the paper copy is lost, take the dog to one of the four Animal Management Centres above to renew.

Government fees, opening hours and digital screens can change. Recheck the official page before travelling or paying.
