Adopting a dog from LAP (Lifelong Animal Protection Charity)

Lifelong Animal Protection Charity (LAP) is a long-running dog and cat charity in Hong Kong (registered charity 91/7065). It is the most “contact-a-human” of the major adoption charities: the team lists seven named coordinators for adoption, fostering, sponsorship, and events on the LAP Team page, so you actually reach a person rather than a ticketing inbox.
The dog adoption centre
LAP’s dog adoption centre sits inside an Allway Garden block at Shop 1B, 187 Tsuen King Circuit, Tsuen Wan. It is a residential setting, not a flagship mall, so visits are quiet and personal. The cat centre is a separate address in Sai Ying Pun at 11 First Street.
LAP also runs adoption events off-site at venues like Whiskers N Paws in Ap Lei Chau. The Adoption Events page lists the calendar. For a first family meeting, the off-site events are easier than the centre.

The dog adoption coordinator is Betsy Langberg (WhatsApp +1 (718) 208-5691), with email on the team page. The foster coordinator is Tracy Kan (WhatsApp 9452 0892). The dog volunteer coordinator is Henry Au Yeung (9889 3296). All three route through the same adoption system, so any of them can move your file forward.
What you get
LAP runs entirely on donations. Monetary gifts are tax-deductible (charity licence 91/7065, HSBC 400-399978-838). The adoption fee is modest and covers basic vet prep. Confirm the current figure on the Adoption Form page before paying.
Visiting tips
- The Tsuen Wan centre is residential. Be quiet in the lift, and do not bring your existing dog without pre-arrangement.
- Whiskers N Paws events are a friendlier environment for first-time family meets, especially with kids.
- Fostering is also available. It is a useful trial if you are not ready to commit but want to see how a dog settles into your home.
Beyond the adoption
LAP runs the Shek Kwu Chau Project (a cull remediation programme on a restricted island), a Food Drive, TNR work, school talks, and fundraising events. You can also sponsor a specific rescue animal while someone else fosters it. This is the place to go if you want a long-term relationship with a charity rather than a one-off transaction.
What to expect at the centre
The Tsuen Wan centre is small, usually a handful of dogs on site at any one time, plus a few in foster. Visits are by appointment, and the dog team will walk you through each dog’s history, medical notes, and behaviour before any meet. Plan on 30 to 45 minutes for a first visit, longer if you are serious about a specific dog.
For families with children, the off-site adoption days are usually a calmer first contact. The centre’s residential setting means voices carry and dogs can be more reactive than in a busy pet expo.
