Where to adopt a dog in Hong Kong: centres, fees and first steps

Want to meet adoptable dogs in Hong Kong? Start with an organisation’s live dog list, then book or visit its centre. SPCA, HKDR, LAP, Paws United and SAA all appear on AFCD’s animal welfare organisation list. Dogs and appointment slots change quickly, so choose a dog and confirm its status before crossing town.

Locations, process and published fees checked from the organisations’ own pages on 25 September 2026. An unlisted fee is not a free adoption. SPCA’s fee excludes required membership; its deposit applies only where desexing is outstanding.

Do these three things before applying

1. Check your housing rules. Ask your landlord or management office whether dogs are permitted and whether a size or breed condition applies. SPCA checks housing suitability and may ask for written confirmation.
2. Agree the household plan. Whoever shares the home should meet the dog. Decide who walks it on workdays, pays routine and emergency vet bills, and can care for it during travel.
3. Prepare documents. Keep your HKID and address proof ready; ask the organisation what it needs for that dog. SPCA requires adopters to be 21 or over and members, and applications can require more than one visit.

What the application usually involves

See a dog → submit the organisation’s form → meet the dog and discuss your home → provide any requested documents/home visit → sign and collect. The actual steps differ: for example, SAA asks for several meetings and training, while Paws United accepts walk-in visits but prioritises appointments. Ask about the dog’s vaccination, desexing, microchip, licence status, medical needs and return policy before paying.

AFCD assesses suitable abandoned or unclaimed animals and transfers them to partner welfare organisations; you apply to the organisation, not directly to an AFCD kennel.¹ Once the dog is yours, check that the AFCD dog licence is valid and that the registered keeper details are updated.
