Dog-friendly parks in Hong Kong

Belcher Bay Promenade is a 24-hour, 5,900-square-metre harbourfront space with a 172-metre boardwalk, sheltered seating, toilets, vending machines and a dedicated pet corner. The official rule is straightforward: dogs stay leashed around the shared promenade and may play off-leash only inside the pet corner. Kennedy Town MTR Exit C is about a six-minute walk away according to the Harbourfront Commission.

Harbourfront promenade

The Central Section is a 24-hour harbourfront venue linking Tamar Park and the Central Piers. LCSD lists a 4,700-square-metre pet garden and pet-access route, together with turf, rain shelter, dog-waste bins, hand-washing facilities and accessible toilets. Off-leash play belongs inside the pet garden, not across the full promenade.

Harbourfront promenade

Cyberport Waterfront Park is an operator-managed pet-friendly lawn and promenade at Telegraph Bay, beside Cyberport Arcade and the new Cyberport 5 public space. Current official material confirms pet-friendly green areas, food and drink, barrier-free toilets, play equipment and public connectivity, but it does not support the old claim of a permanent off-leash zone. There is no Cyberport MTR station; plan the last leg by bus, minibus, taxi or car using a current journey planner.

Municipal park

Quarry Bay Promenade has a 3,000-square-metre, 24-hour LCSD pet garden at Hoi Yu Street. The official facility list confirms an arbour, garden benches and dog-waste bins; it does not list a dog drinking fountain, agility equipment or public toilet inside the pet garden. The enclosed garden supports off-leash play, while the connecting waterfront remains a shared on-leash route.

LCSD pet garden

Tamar Park is a 1.76-hectare harbourfront lawn beside the Central Government Offices and Legislative Council Complex, open 24 hours with landscaped areas, water features, a floating platform, an amphitheatre, Tamar Corner and a café. For dog owners, the important boundary is the adjoining Central and Western District Promenade Central Section, which has the official 4,700-square-metre pet garden and pet-access route. Do not assume Tamar's main lawns or two circular areas are off-leash enclosures.

Municipal park

Victoria Peak Garden is a 24-hour, 9.7-hectare Inclusive Park for Pets near Mount Austin Road, with lawns, mature planting, benches and historic garden features. Dogs are welcome on-leash throughout under LCSD's shared-use code; there is no general off-leash permission. The uphill approach and mixed stepped paths make this a scenic walk for fit dogs, but owners should choose a route that matches their own mobility and current transport arrangements.

Municipal park

At 7,000 square metres, Butterfly Valley Road Pet Garden is the largest purpose-built pet garden in Kowloon. LCSD lists pet activity space, play equipment, dog-waste bins and a temporary mobile toilet; an LCSD annual report also identifies tube tunnels, weave poles, jumping hoops and pet drinking fountains. The fenced activity area is designed for off-leash exercise, while dogs should be leashed before passing through the entrance gates.

LCSD pet garden

Kai Tak Runway Park was a 2.82-hectare waterfront park at the tip of the former airport runway and once operated as an Inclusive Park for Pets, where all dogs had to remain leashed. Government records state that it closed in February 2022 for community isolation facilities; this August 2026 review found no official reopening notice. For a current pet-friendly alternative nearby, Kai Tak Cruise Terminal Rooftop Park welcomes leashed pets daily from 7am to 11pm.

Municipal park

Kwun Tong Ferry Pier Square once contained a 1,200-square-metre fenced pet garden with lawn and simple play equipment, but the original site closed for redevelopment. Government planning documents commit to reprovisioning a same-size pet garden above a future underground stormwater storage tank and refer to temporary pet-friendly open space near Wai Yip Street and Wai Fat Road. Because the replacement is not functionally identical to a fenced dog garden, check current signage before releasing a lead anywhere.

LCSD pet garden

West Kowloon Art Park and the waterfront promenade welcome pets, but the rule changes at the Pet Zone boundary. Outside the double-gated zone, pets must remain on a lead or in a suitable cage or container; inside, they may roam off-leash. WestK confirms pet-waste bins and a water tap in the Pet Zone, while restaurants, museums and performance venues retain their own access rules.

Municipal park

LCSD lists a 2,400-square-metre, 24-hour pet garden with one big-dog area, one small-dog area, a pet lavatory, dog-waste bins and hand-washing facilities. The surrounding rest garden also has a children's play area, three pavilions, nine arbours and a fitness area. That separation makes it useful for households combining a dog outing with family time, but dogs should remain under control outside their enclosure.

LCSD pet garden

Penfold Park is a pet-friendly green space inside Sha Tin Racecourse, built and managed by the Hong Kong Jockey Club. Following its 2026 upgrades, the park has a gated Pet Zone, pathway lighting, covered seating, new toilets, emergency kiosks and the separate ticketed Pony World attraction. Normal park hours are seasonal, with later opening on barrier-trial dates and early closure or closure around race meetings, so this is a venue to verify on the day rather than assume.

Privately managed

Tsuen Wan Park Pet Garden is a 510-square-metre, 24-hour off-leash enclosure inside Tsuen Wan Park at 59 Wing Shun Street. LCSD lists a water point, garden benches, pet latrine and dog-waste collection bins. The larger park is also an Inclusive Park for Pets with accessible toilets, but dogs should remain leashed outside the designated pet garden.

Wan Po Road Pet Garden is a 12,800-square-metre LCSD facility open daily from 7am to 10:30pm. Officially listed facilities include pet activity areas, a car park, toilets, pet latrines, dog-waste bins, a pet shower, rain shelters with benches and lawns. Its scale supports both short exercise and longer sessions, but the surrounding Tseung Kwan O waterfront is separate shared space where dogs should be leashed.
