Hong Kong dog-friendly lawns: 5 places and where dogs can go off-lead
Only West Kowloon’s fenced Pet Zone clearly permits off-lead play in this list. Compare five open dog-friendly lawns by access, facilities and lead rules.
Want off-lead play? Go to West Kowloon’s fenced Pet Zone. The other lawns here are shared spaces: keep a lead on unless a posted rule specifically permits otherwise. These five places are open options for a walk; Kai Tak Runway Park is excluded because its reopening has not been confirmed.1

Park rules and facilities checked on 25 September 2026 against WestK, Cyberport, LCSD and HKJC. Carry your own dog water even where a human tap or vending machine exists. Regular MTR and bus services generally cannot be assumed to take a pet dog.
1. West Kowloon Art Park — a sunset stroll with room to breathe
For off-lead play, go inside the double-gated Pet Zone. The Art Park lawns and promenade are for leashed walks. WestK lists a water tap and waste bins in the Pet Zone. Park guide.
2. Cyberport Waterfront Park — sea breeze and a big open lawn
Walk the waterfront lawn and promenade with your dog on lead. Cyberport calls it pet-friendly but does not publish an off-lead rule for this lawn. Tree shade is useful on warm days; take water and keep an eye on current landscaping works. Park guide.
3. Kai Tak Cruise Terminal Park — rooftop lawn and harbour views
The Kai Tak Cruise Terminal Park sits on the roof at 33 Shing Fung Road. LCSD lists it as an Inclusive Park for Pets, open 7am–11pm daily, with a lawn, dog-waste bins and toilets. Keep your dog on lead in this shared park. The exposed rooftop is better later in the day; bring drinking water.
Do not confuse this with Kai Tak Runway Park, which was used as a community isolation site from 2022. There is still no official reopening notice we could verify.1
4. Penfold Park — the big day-out field
Check the HKJC daily opening notice before travelling. On 25 September 2026 it listed a 9:30am opening for that barrier-trial day and shorter hours on Sha Tin racedays. There are new toilets, covered seats and a Pet Zone; follow its posted rules. Park guide.
5. Victoria Peak Garden — cooler air and a quieter kind of adventure
This is an on-lead hilltop walk, not a dog run. The uphill approach and steps suit a confident walker better than a stroller. Trees give shade, but bring water. Park guide.

Can my dog go off-lead on any lawn here?
Only inside West Kowloon’s fenced Pet Zone under its posted rules. Elsewhere, keep the lead on. “放狗” in Hong Kong means a dog walk, not permission to remove a lead.
What should I take?
Lead, drinking water, bowl and waste bags. Check the Penfold Park opening notice on your day, and choose shade or late hours in hot weather.
